The Nigeria Customs Service has commenced the implementation of the Authorised Economic Operator (AEO) Programme as it prepares to fully phase out the existing Fast Track Scheme by December 31, 2025.
The AEO Programme, backed by Sections 108 to 111 of the Nigeria Customs Service Act, 2023, is aimed at improving the integrity, predictability and efficiency of import and export operations in Nigeria. The initiative aligns with the World Customs Organisation’s SAFE Framework of Standards and is expected to significantly reduce cargo clearance time for compliant businesses.
In a statement released on Friday, the National Public Relations Officer of the Service, Assistant Comptroller Abdullahi Maiwada, described the AEO as a trust-based system that promotes stronger partnerships between Customs and stakeholders in the trade community.
“The programme provides benefits such as expedited cargo clearance, pre-arrival processing, fewer physical examinations, and improved predictability in cross-border trade,” Maiwada said.
He further explained that the AEO Programme replaces the Fast Track Scheme, which has been in place for several years but will cease to operate by the end of this year. Importers, exporters, manufacturers, terminal operators, logistics providers, and regulatory agencies currently benefiting from Fast Track are required to migrate to the AEO scheme to continue enjoying trade facilitation services.
To streamline this transition, Customs has launched a dedicated online registration portal at aeo.nigeriatradehub.gov.ng. The platform will serve as a hub for new applications, updates and communication on the programme.
In furtherance of this reform, the Service will host a stakeholder sensitisation forum on Tuesday, August 6, 2025, at Bon Hotel Ikeja, Lagos. The event will provide detailed guidance on the structure, operation and benefits of the AEO scheme, while also addressing questions from the business community.
The Customs Service reaffirmed its commitment to facilitating legitimate trade while tightening security and compliance through the deployment of structured, modern systems like the AEO.
