The Broken Glue: Why an Unreformed NYSC Can No Longer Hold Nigeria Together

Fifty-three years ago, in the fragile aftermath of a devastating civil war, General Yakubu Gowon’s military administration established the National Youth Service Corps (NYSC) under Decree No. 24. It was a visionary blueprint for “Reconstruction, Rehabilitation, and Reconciliation.” For decades, this mandatory rite of passage successfully bridged ethnic divides, sending enthusiastic young graduates to corners of Nigeria they had only ever read about in geography textbooks and on the pages of newspapers.

But Nigeria in 2026 is radically different from the Nigeria of 1973. Today, federal highways are no longer just transit routes; they have become hunting grounds for sophisticated kidnapping syndicates and bandits. As prospective corps members are routinely dragged from interstate buses into criminal camps, we must confront an uncomfortable, long-overdue question: Has the NYSC outlived its usefulness, or are we needlessly gambling with the lives of our nation’s brightest minds?
To appreciate the sheer weight of this dilemma let us look at the numbers. What began as a modest scheme with 2,364 graduates has mutated into a bureaucratic behemoth. The NYSC mobilized roughly 400,000 corps members in 2025, with that figure projected to surge to 650,000 for the 2026 service year. This massive expansion carries a staggering price tag. In the 2025 national budget, the Federal Government allocated ₦430.7 billion to the NYSC, with a whopping ₦372.9 billion consumed by allowances alone, following the recent upward review of monthly stipends to ₦77,000.

Traditionalists fiercely argued that the scheme is the last remaining glue holding our fractured multi-ethnic federation together. They are not entirely wrong. By corralling Youths outside their cultural comfort zones, the NYSC dismantles systemic regional biases. Consequently, it serves as the life support system for rural Nigeria. Strip away the subsidized labor of corps members, and the educational and primary healthcare structures in hundreds of understaffed local government areas would suffer immediate, catastrophic collapse. Furthermore, initiatives like the Skill Acquisition and Entrepreneurship Development (SAED) programme have thrown a vital lifeline to over 500,000 graduates navigating our brutal unemployment market.
Yet, can we honestly justify national integration at the expense of human life? Critics rightfully point out that the state’s failure to guarantee basic security has turned the NYSC into an existential roulette wheel. Parents who starved themselves to sponsor their children through university are now forced to watch them travel through volatile corridors in a state of sheer terror.
Worse still, the system is visibly buckling under its own weight. A compounding backlog of over 500,000 unmobilized graduates remains trapped in professional limbo. They are unable to secure formal employment because they are stranded in a multi-year queue waiting for an NYSC discharge certificate,without which they cannot legitimately seek gainful employment. A ₦77,000 stipend sounds generous on paper, but ruthless inflation ensures it barely covers the skyrocketing cost of food and basic transportation.

Scrapping the NYSC entirely would leave a devastating void in rural community development, but maintaining the status quo is a policy of collective denial. The scheme must evolve or die.
The path forward requires bold, immediate reform. The federal government must restrict deployments exclusively to a graduate’s home geopolitical zone, eliminating hazardous interstate highway travel. Additionally, the mandatory requirement for formal employment must be uncoupled from the scheme to free the half-million graduates currently trapped in the mobilization backlog. If the state cannot guarantee the fundamental right to safety for its youth, the NYSC can no longer remain a mandatory national gamble. It is time to restructure it into an optional, localized professional development fellowship before the cost,measured not in billions of Naira, but in young lives,becomes too high to bear.
