The Ogun State Government has rejected the engineering design submitted by Minim and Tonye Nigeria Limited, the contractor handling Senator Gbenga Daniel’s constituency road project in Sagamu, insisting that the design falls below the required specifications.

The project, which covers 260 metres on Paddy Arikawe Oye Igbimo road in Sagamu, is part of a proposed 3-kilometre stretch to be constructed in four phases.

While approval has only been granted for the first phase, the contractor had earlier begun work without state approval, prompting the government to demand due process.

In a letter dated September 22, 2025, and signed by the Permanent Secretary of the Ministry of Works, Engr. Dr. Yusuf I. O, the state government faulted the bill of quantities submitted by the contractor, stressing that it lacked clarity on the specific portion of the road the 260 metres will cover.

The ministry also raised concerns over the quality of materials proposed for the work, directing that concrete binding should be of Grade 20, while reinforced concrete base, walks and deck must be Grade 25 minimum, with high yield tensile strength not less than 460 N/mm2.

Furthermore, the contractor was instructed to replace the proposed 150mm concrete pavement of Grade 20 with a 220mm thick reinforced concrete pavement of not less than Grade 35, preferably Grade 40, and to increase the thickness of the stone base to 200mm.

The letter also demanded a full layout with elevation and grades, detailed drawings of concrete pavement with reinforcement at the joints, a list of engineering materials, and evidence of quality assurance testing. It further directed the contractor to include design criteria codes in all revised submissions.

While acknowledging the contractor’s eventual step of seeking state approval, the government maintained that only designs that meet established engineering standards would be accepted to ensure durability and value for taxpayers’ money.
