Ogun State has emerged as the second best-performing state in the country in the 2025 State Performance Index released by Phillips Consulting, reinforcing its status as one of Nigeria’s leading destinations for investment and economic growth.
The ranking was contained in the 2025 State Performance Index report published by Phillips Consulting, which assessed the performance of the 36 states and the Federal Capital Territory across key development indicators.
According to the report, Ogun ranked second behind Lagos State, while Kaduna, Adamawa and Niger states completed the top five positions in the national assessment.
The State Performance Index evaluates states using a methodology that combines 70 per cent objective performance data with 30 per cent citizen perception surveys.
The report stated that the objective assessment measured indicators such as fiscal management, infrastructure development, healthcare delivery, education and economic performance, while the perception survey captured residents’ views on governance and public service delivery.
Phillips Consulting noted that Ogun recorded strong performances in several development areas, particularly in industrialisation, infrastructure expansion, economic competitiveness and investment attraction.
The report highlighted the state’s strategic location adjoining Lagos and its growing reputation as a manufacturing hub, which has continued to attract investments in logistics, agro-processing, housing and industrial parks.
It added that sustained investments in critical infrastructure and economic development initiatives have strengthened Ogun’s economic profile and contributed significantly to its improved ranking.
Speaking on the significance of the index, Phillips Consulting explained that the report serves as a governance scorecard aimed at helping policymakers, investors, development partners and citizens assess development outcomes across states.
The firm stated, “The State Performance Index provides a balanced assessment of government performance and public perception by combining audited public data with citizen feedback.”
